89 Degrees East and Boundless Earth have partnered to create the Clean Energy Solutions Index.
Moving Australia beyond the climate wars, the Clean Energy Solutions Index provides the evidence leaders need to accelerate Australia’s clean energy transformation.
The Index has been designed to measure deep support for the specific technologies driving our energy transition.

Public support is highest for clean energy technologies people know and understand—particularly solar, which Australians see as proven, accessible and beneficial for households, communities and the nation.

Solution support scores
The Index measures deep support for 11 clean energy solutions across three categories: Home Solutions, Infrastructure Solutions and Industry Solutions.
The support score for each solution is calculated using four key metrics — personal support, belief in national benefit, perception of local support and willingness to advocate.
Further insights into barriers and opportunities to grow support are derived from non-Index data collected in the survey.
A support score of 70 or higher indicates strong social licence, and shows where mandates can be reinforced or where action is needed to grow support.

State scores
State Scores help identify regional differences in attitudes towards clean energy.
The Index allows a support score to be calculated at the state level. A State Score is the average of all clean energy solution support scores within that state.

In 2025, the support score for each state was at least 57 or higher.
The highest state support scores are recorded in Western Australia and Tasmania, while the lowest support scores are seen in Queensland and NSW.
Although there is some difference between the states, a range of only 6 points indicates that levels of deep support vary only slightly across Australia.
